This Privacy Policy defines the procedure and conditions for the processing of personal data in the “Osh Suu” mobile application for customers (hereinafter – the “Application”), carried out by the Oshgorvodokanal Municipal Enterprise (hereinafter – the “Operator”) in accordance with the legislation of the Kyrgyz Republic on personal data.
1. General Provisions
The Application is intended to provide customers with convenient access to information related to their personal account for water supply and wastewater services, including readings, charges and payments.
The Application does not accept payments and does not process payment instrument details. When proceeding to payment, the customer is redirected to secure external pages of the Operator and/or its payment partners.
2. Collected Information
The Application uses a minimal amount of data necessary for its operation:
- Personal account number – used to identify the customer and display information on charges, payments and outstanding debt.
The Application does not request and does not process the customer’s full name, phone number, email address or other additional personal data, unless such collection and processing are expressly introduced as part of a separate feature with clear explanation and separate informed consent from the user.
3. Status of Displayed Data and Liability
- The Application only displays data received from the Operator’s accounting systems.
- The information displayed is for informational purposes only and does not constitute a financial document or a public offer; technical delays in data updates may occur.
- The Operator is responsible for the relevance and accuracy of data stored in its internal accounting systems. In case of discrepancies between the data displayed in the Application and the data in the Operator’s systems, the records in the Operator’s accounting systems shall prevail.
- Payments for services are made on the secure web pages of the Operator and/or its payment partners; the Application does not process and does not store payment details.
- If clarification or correction of data is required, the customer shall contact the Operator directly via its official contact channels.
4. Processed (Technical) Data
For the correct functioning of the Application, certain technical data that are unavoidably transmitted when using the Internet may be processed:
- network identifiers (IP address) as part of the communication protocol;
- information about the device and operating system, as well as the Application version;
- service error logs (log files), if any – only to the extent necessary to analyze and resolve technical issues.
The above technical data:
- are used solely to ensure the security, stability and quality of the Application;
- are not used to create marketing profiles or targeted advertising for customers;
- are not transferred to third parties, except as required by the legislation of the Kyrgyz Republic or necessary to comply with mandatory requirements (for example, upon request of an authorized public authority).
5. Storage and Security
- The main customer data (charges, payments, personal accounts) are stored in the Operator’s information systems for the periods established by the legislation of the Kyrgyz Republic and by the Operator’s internal regulations.
- After the end of a session, the Application does not store unnecessary data on the user’s device, except for temporary technical files that are strictly necessary for operation.
- Data exchange between the Application and the Operator’s server systems is protected by modern cryptographic protocols (such as HTTPS/TLS).
- Access to customer data is granted only to authorized employees of the Operator, strictly to the extent required to perform their official duties, and subject to internal confidentiality and information security rules and applicable legal requirements.
6. Changes and Publication
The Operator reserves the right to unilaterally amend this Privacy Policy in the event of changes in the functionality of the Application, legal requirements or internal procedures of the Operator.
The current version of the Privacy Policy:
- is published on the Operator’s official website; and/or
- is made available directly within the Application interface.
Unless otherwise specified, a new version of the Privacy Policy becomes effective as of the date of its publication. Continued use of the Application after the updated Policy has come into effect constitutes the user’s consent to the new version.
